Lake County’s engineering staff is responsible for delivering the Capital Improvement Program, including the design, administration and inspection of Lake County’s road and bridge construction projects.

2024 Construction Projects

Larsmont Road (UT 13) – Reconstruction (CP 013-022-001)

  • PROJECT UPDATES
    • Phase 2 work to begin on or around May 13 (pending weather/road conditions)
  • Project Details – Phase 2 Work
    • Work scope: Reconstruction – improvement work will include:
      • Remove existing pavement. 
      • Grade road subgrade and roadside drainage swales to improve performance. 
      • Install permanent and temporary erosion control measures.
      • Replace entrance culverts.
      • Construct new road base and bituminous pavement surface.
      • Re-store paved entrances.
    • Schedule: May-July, 2024
    • Traffic Impacts: Road will remain open, however will be limited to a single lane during work operations and possibly overnight.  Flaggers and temporary stop control conditions will be in place; expect delays.  Road surfacing will be gravel; expect rough and dusty conditions.  Access to properties will be maintained except for short duration closures to perform grading, entrance pipe replacement, and paving work.

Cardinal Road/20th Avenue (CSAH 28) – Reconditioning (SAP 038-628-001)

  • PROJECT UPDATES
    • Phase 2 work to begin on or around May 13 (pending weather/road conditions)
  • Project Details – Phase 2 Work
    • Work scope: Reconditioning – improvement work will include:
      • Lower the road surface profile between Waldo Road and the water tower to improve sight distance and reduce steep grade. 
      • Reclaim existing pavement surface and regrade as new roadway base. 
      • Resurface road with new bituminous pavement. 
      • Reconstruct gravel shoulders. 
    • Schedule: May-July 2024
    • Traffic Impacts:
      • 20th Avenue will be closed between the water tower (approximately) and Waldo Road for grading.  Vehicle access to entrances will be maintained to the extent possible, but short duration restrictions/closures may be necessary. Alternate parking areas within the work area will be available.
      • Remainder of 20th Avenue and Cardinal Road will remain open to local traffic, however restrictions to single lane operation under flagger control is necessary; expect delays.  Road surface will be gravel/reclaimed pavement material until paving begins; expect rough and dusty conditions at times.

Waldo Road (CSAH 27) – Reconditioning – SAP 038-627-003

      • Reclaim existing pavement surface and regrade as new roadway base.

Ski Hill Road (CR 121) – Reconditioning – CP 023-121-00

      • Reclaim existing pavement surface and regrade as new roadway base.

      • Resurface gravel segment to Big Rock Road.
    • Schedule: May-July 2024
    • Traffic Impacts:
      • Ski Hill Road will remain open to local traffic, however restrictions to single lane operation under flagger control is necessary; expect delays.  Road surface will be gravel/reclaimed pavement material until paving begins; expect rough and dusty conditions at times.

4th Avenue (CSAH 35 and CR 105) – Reconstruction (SAP 038-635-002 and CP 105-023-001)

      • Reconstruct city utilities (municipal water & sewer system including mains, manholes, and property services). 
      • Reconstruct road, including road base, curb and gutter, pavement and sidewalk.

    • Traffic Impacts:
      • Road will be closed to traffic; limited vehicle access to properties will be maintained where necessary, when possible.

5th Street (CSAH 36) – Reconstruction (SAP 038-636-001)

  • PROJECT UPDATES
    • Work to begin July, 2024
  • Project Details
    • Work scope: Reconstruction – improvement work will include:
      • Reconstruct city utilities (municipal water & sewer system including mains, manholes, and property services). 
      • Reconstruct road, including road base, curb and gutter, pavement, and sidewalk.
      • Replace box culvert crossing Skunk Creek near 6th Avenue.
    • Schedule: July – October 2024
    • Traffic Impacts:
      • Road will be closed to traffic; limited vehicle access to properties will be maintained where necessary, when possible.

8th Street (CR 105) – Resurfacing & ADA Improvements (CP 105-022-001)

  • PROJECT UPDATES
    • Final plans in progress; advertisement for bids anticipated in June 2024
    • Construction anticipated to begin August 2024 pending bid results.
  • Project Details
    • Work scope: Resurfacing & ADA Improvements – improvement work will include:
      • Reconstruct sidewalk curb ramps and driveway crossings to meet ADA design and construction standards and improve accessibility. 
      • Reconstruct catch basin covers and gutter flow lines to improve surface water drainage, where possible.
      • Remove parking lane and construct new curb and gutter and multi-use path on west side of 8th Street between 13th Avenue and 16th Avenue, completing the trail connection to Odegard Park.
      • Mill and overlay 8th Street with a new bituminous surface between 7th Avenue and 16th Avenue.
    • Schedule: August – October 2024 (tentative)
    • Traffic Impacts:
      • Road closed to thru traffic; vehicle access to properties and alleys off 8th Street will be maintained where necessary, when possible.  Sidewalk closures are also required and alternative routes are recommended.

Pending Projects

Hawk Hill Road (CR 102) – Bridge Replacement (Bridge 93091, Knife River)

  • PROJECT UPDATES
    • Final project development nearly complete, pending permits, right of way acquisition, and final plan approval.
  • Project Details
    • Work scope: Bridge replacement – improvement work will include:
      • Remove and replace existing 4-span timber bridge with 3-span reinforced concrete slab bridge.
      • Replace floodplain culverts.
      • Reconstruct bridge approach roadway.
    • Schedule: July – October 2024 or 2025
    •  Traffic Impacts:
      • Traffic will be detoured to a temporary bridge and roadway across the Knife River, adjacent to the existing bridge location.

Five-Year Capital Improvement Plan

Plan update in progress for 2025 to 2029.

The Highway Department is updating the Five-Year Capital Improvement Plan for years 2025 to 2029.  A draft plan will be prepared by mid-summer 2024 and presented to the County Board for approval by late fall, 2024.


Work Zones

When the normal function of the roadway is suspended, temporary traffic control planning provides for continuity of the movement of motor vehicle, bicycle, and pedestrian traffic, transit operations; and access to property and utilities.

During the course of Road Maintenance, Lake County Highway Department, for the protection of the motoring public and the work crew, find it necessary to control traffic in our work zones. We do this by setting up work zones indicated by signs and flaggers. We, as a department take the safety of the motoring public and our crews very seriously. Because of this, we take great pride in training our personnel to be professional and courteous at all times.

The Minnesota Department of Transportation and the Federal Highway Administration set the same guidelines throughout for state, local, federal and private contractors to follow. By following the Manual on Uniform Traffic Control Devices, everyone who works on roads or within the roads right-of-way will be following the same guide lines. If everyone follows these guidelines, the motoring public will know what to expect no matter where they travel.

No one set of temporary traffic control devices can satisfy all conditions for a given project. When you are approaching one of our work zones usually the first thing you should expect is a “Road Work Ahead” sign. The motorist should start slowing down and use caution when they see this. The next sign should give some instruction as to what action to take such as “Be Prepared to Stop”, “Left or Right Lanes End”, etc. Next you will normally encounter a “Flagger Ahead”, “Merge”, or some other similar sign. If a “Flagger Ahead” sign is visible you will next see a flagger with a stop/slow paddle to direct you around or through the actual work zone.

Driving through the work zone one should use extreme caution. The work zone is a very busy place. There are workers, trucks and equipment in places that you may not suspect. It is very important to follow the flagger’s instruction and drive slow and cautious. When leaving the work zone a flagger might possibly direct you back into your normal lane of travel. Keep an eye out for trucks and other traffic as you leave.

Please be patient. We may, as per state law, hold traffic up to twenty minutes at one time within a work zone. This is rare, but possible. We always try to keep traffic moving, so as not to disrupt the motoring public any longer than what is absolutely necessary. We do so only to maintain a safe condition for not only you the motoring public, but for our crews working within the work zone.

At times you will encounter workers doing quick projects such as, pothole patching, dead animal removal, trash pickup, etc. Normally they will have yellow caution warning lights on their trucks, and one worker directing traffic. When you see a truck with yellow lights on, slow down, use caution, and watch for directions. Always expect the unexpected in work zones.
